Help identifying a 4 string banjo

I picked up this 4 string banjo from an antique store in Seymour, CT.
The store owner knew nothing about it. The only markings on it are "Elton" stamped on the tail piece and "Cecelia" written on the headstock. The skin is intact and made of animal hide.

Any help is appreciated.
