Making the tailpiece fit

Hi everybody, there is an issue with my banjo, Supertone the Amateur. It is fitted with an oversized tension hoop which replaced the flimsy original. The tension hoop sticks out over the ball end of the dowel stick in such a way that no tailpieces can fit. There's a Bill Rickart no knot tailpiece needing to be fit. I tried bending a screw in an angle so that the fitting of the tailpiece and ball end can meet. But then the tailpiece is so low that the strings coming up off the tailpiece are resting on the head. So I put it in the hands of a local luthier that works on violins and guitars to 'make it fit.' We're talking about making the tailpiece hole bigger and putting some shims on the ball end to make it stick out longer. A second opinion would be good, because the man told me that 'banjos baffle him.' With all the money I've put into this economy banjo, I could buy a new car!
