Welcome To New York - chord question

Howdy,

  On the Bill Emerson tune, 'Welcome to New York', what is the 2nd chord played (ie: 1st portion of the tune)? 

I'll been told is a B-flat (assuming the key of C), but this doesn't seem quite right to me ...
